In the past, sharing a multi-tenant environment meant it was difficult to control individual performance because the I/O usage of other tenants would affect the storage performance available to you. The inability to throttle performance independently from capacity means you end up with an inconsistent service. To get around the problem you end up dedicating storage to each tenant which isn't really what cloud computing is all about and pushes costs up.
